Job Description

Reporting to the Head of Implementation, The Deputy Regional Manager will lead the successful implementation of Raising The Village (RTV) programs in RTV’s districts of operations in the Eastern region of Uganda and provide strategic and operational oversight to the replication strategy across the country. The person in this role will be accountable for the achievement of our reach and impact targets in their region and ensure that our programs and operations in the East are aligned with RTV’s vision, strategy and model of change and are compliant with our policies, frameworks, and funding obligations. In order to build the capacity of the field teams as well as partner government staff, the incumbent will be required to take leadership in mentoring, coaching and team building.

Roles & Responsibilities

  • Program Management

 

Program Lifecycle:

  • Overall management and oversight of the districts within the region to ensure program implementation quality, with adherence to timelines and budgets across all strategic implementations.
  • Regional owner of program design, implementation and evaluation phases.
  • Ensure the timely and effective execution of the project lifecycle and serve as escalation support with a focus on risk mitigation, conflict resolution and program solutions.
  • Serve as the senior government liaison with district and local government point of contact when required.
  • Support resource planning and staff allocations as needed to meet implementation targets and workloads, along with facilities and equipment.
  • Provide regular progress reporting to the Leadership team

 

Process Improvement

  • Identification for opportunities of program improvement, and methodology enhancements.
  • Implementation and change management of reporting, and operational tools and templates.
  • Conduct annual program reviews to support ongoing learning and program improvements in the assigned region and replication districts across the country.

 

Staff Training and Development:

Team Building

  • Practical on-ground training and development of program staff in Skill Practices.
  • 1-on-1 mentorship of District Heads and skills development planning.
  • In-field skills training capacity building, best practice adoption, and program staff development.
  • Conduct team management training and development.

RTV Methodology

  • Development and review of RTV methodology training manuals and guides – Champion for new initiative development and integration.

 

Replication Programming

  • Replication owner of program design, implementation, and evaluation phases. This includes supporting other replication districts across Uganda.
  • Support expansion into new districts of operations, including conducting initial district government meetings, signing MoUs.
  • Conducting RTV methodology training for all government extension officers, including community development officers, agricultural extension workers, etc.
  • Work in partnership with the Leadership team to support replication expansion.
  • In-country partnerships support for site visits, meetings and representation of senior RTV leadership.

 

Leadership & Innovation

  • Work in partnership with the National and International Leadership team for program and resource planning and implementation.
  • Accountable for the successful implementation of quality replication programs to meet and exceed RTV standards.
  • Development and review of RTV methodology training manuals and guides including replication strategy;
  • Champion for new initiative development and integration.

 

Other

  • In-country partnerships support for site visits, meetings and representation of senior RTV leadership
  • Contributor to Strategic Plan in growth and expansion and the development and implementation of organizational pivots and initiatives

Requirements

Skills & Expertise

  • Proven leadership skills, analytical and strategic management skills
  • Strong understanding of ultra-poverty in last-mile Uganda with a passion for community service delivery. Prior experience of working with vulnerable communities will be an asset.
  • Demonstrated success in leading program design, planning, and implementation with technical knowledge in agriculture, water, health, and community development.
  • Capacity building skill-set including training, mentorship and skills development
  • Demonstrated knowledge in risk and financial management
  • Excellent communication skills (written and oral) in English with sensitivity to and responsiveness to all partners/stakeholders including staff. Proficiency in and local language of the communities where RTV operates will be considered an asset.
  • In-depth understanding of logical frameworks and theory of change for complex, multi-year projects and of leading teams in formulating strategic and action plans.
  • Proficient experience in program evaluation at both outcome and impact levels with a strong understanding in the use of data analytics for decision-making.
  • Experience working with the local government and line ministries relevant to RTV’s scope of work
  • Highly proficient in the use of technology and day-to-day use applications. Strong knowledge of database programs, business intelligence tools, and statistical software packages will be considered an asset.
  • Able to establish, build and maintain effective working relationships with staff, government and other stakeholders to provide and solicit support.
  • Willingness and ability to travel to hard-to-reach areas under difficult conditions.

 

Qualifications

  • 8-10 years of practical and progressive management within non-governmental or international development organizations, with experience in scaling organizations an asset
  • Minimum of a BA, MA preferred in a development, business management, or related field. Formal training or equivalent experience in financial management and project management would be considered an asset.
