REPORTING TO: Senior Finance Manager

Job Description

The Finance and Admin Officer will be reporting to the Senior Finance Manager and support Raising the Village (RTV) programs, the administration, and finance departments in Rwanda offices. He/She will be responsible for resolving issues  and serving as a link between the finance and other departments in Rwanda. The ideal candidate will be someone who has a better understanding of the Rwanda Tax regime and other statutory requirements, with a strong background in financial reporting and Bookkeeping, can mentor and train staff in financial processes, and is results-driven and focused.  The goal is to ensure that operations are carried out productively to ensure sustainable growth within RTV and success  within projects.

Roles & Responsibilities

Administration of Cash & Expenditures (Payments) 

  • Central Office cash and spending.
    • Prepare weekly cash request and disburse funds as required
    • Audit and reconcile the cash box
  • Manage and streamline banking in Rwanda to support primary operating accounts and cash policy.
    • Maintain relationships with bank representatives
    • Ensure payments are made online as much as possible via bank, wire transfers through Eco bank OMNI and  Bank of Kigali Online access.
    • Ensure all field banks are set up and operational as per the cash policy
  • Monthly payroll, tax, and social security remittances bythe  15th of every month 
  • Streamline and adhere to internal policies and procedures to ensure internal controls 
  • Process employee financial requests, including but not limited to: advances, promotions, and severance.
  • Monitor forecast from the procurement office along with major organization-wide–wide expenses.
  • Ensure timely initiation of Beyonic payments 
  • Ensuring timely replenishments of Bank accounts and beyonic wallet 
  • Stay informed of legal issues surrounding payroll, taxes, leases, and legal status.
    • Review accountability documents submitted by staff to ensure they correlate with approved Comparative  Bid Analysis (CBAs) & budgets, for all Rwanda expenditures.
    • Manage the disbursement of funds, in line with the approved Budget and Cash Request.
  • Supervise Field Finance staff in:
    • Maintain relationships with bank representatives
    • Ensure payments are made online as much as possible via bank transfers, wire transfers through Eco Bank OMNI, and Bank of Kigali Online access.
    • Ensure all field banks are set up and operational as per the cash policy

 

Financial Reporting. 

  • Supervise Field Finance. 
  • Prepare weekly cash consolidated cash Request and submit to the administrator within the agreed deadlines.
    • Analyze spending and highlight to management areas of concern. 
  • Submit monthly financial records in a timely manner, working hand in hand with the FP&A Unit.
  • Guide Operations and Implementation spending & ensure financial discipline
    • Participate in audit support, if required

 

Financial Monitoring 

  • Review and prepare monthly reconciliations for field offices. 
  • Manage cash in field offices by working closely with the Project Manager. 
  • Maintain the filing of all financial and accounting documents, files, and correspondence.
  • Weekly Booking of project expenses in the organization’s accounting system and templates. 

Training 

  • Provide training to other departments on:
    • Preparation of Weekly Cash Request
    • Ensure cash balances are sufficient for upcoming activities.
    • Salary advance processes
    • Ensure spending adherence to the budget, requesting any variances from management.
    • Training and orienting new staff on office and finance procedures and processes.

 

Administration & Compliance 

  • Review of relevant contract payment documents before initiating payments 
  • Maintain utmost confidentiality regarding salaries, both within and outside the organization.
  • Ensure organizational statutory obligations are met. 
  • Participate in reporting for the legal entity in Rwanda 
  • Ensure compliance with the government authorities, such as but not limited to Rwanda Revenue Authority  (RRA), Ishema etc., with the support of the Country Manager 
  • Collaborate with all other departments to ensure teamwork and transparency 

Note: Additional requirements may be specified by the direct supervisor and/or management. 

Requirements and Experience

Skills & Characteristics 

  • Collaborative team member 
  • Strong cash management abilities 
  • Excellent time management, organizational, and critical thinking skills 
  • Excellent mathematical, analytica,l and numerical skills 
  • Knowledge of accounting and financial regulations and data privacy standards; 
  • Ability to travel at least 30% of the time to different districts of RTV field operations Previous experience with accounting software (Sage Intacct), 
  • Excellent computer skills, including Excel and Microsoft Word. 
  • Strong ethics, with an ability to manage confidential data. 

 

Qualifications and Education Requirements 

  • University Degree in Accounting and Finance, Business Administration major in accounting or related fields.
  • A qualification in a professional course, such as CPA or ACCA, will be an added advantage.
  • A minimum of three (3) years of professional experience in providing accounting and bookkeeping, and proven experience in a Finance Officer role.
