Job Description

RTV is seeking an experienced and strategic Head of HR to lead our growing People & Culture function across our Uganda operations. This role is critical to ensuring our team has the support, systems, and strategy needed to drive impact. As a key people leader, the Head of HR Uganda will manage an HR team, provide guidance and advice to senior leaders, and ensure HR is a true enabler of organizational success.

The ideal candidate is proactive, people-centered, and solutions-oriented—with a strong understanding of both HR operations and strategic workforce planning. This position requires strong leadership, sound judgment, and deep experience navigating HR issues in complex, mission-driven environments.

Roles & Responsibilities

HR Strategy, Leadership & Team Management

  • Lead the development and execution of the HR strategy and annual work plan in alignment with RTV’s global goals.
  • Manage, mentor, and grow a high-performing Uganda-based HR team, ensuring accountability and professional development.
  • Act as a trusted advisor to senior leaders on people-related matters, including workforce planning, culture, and team effectiveness.
  • Foster a high-performance, inclusive, and values-aligned organizational culture.

 

Issue Resolution & Employee Relations

  • Serve as a lead contact for HR escalations, grievances, and employee relations issues, ensuring timely and fair resolution.
  • Strengthen conflict resolution, mediation, and performance management processes across teams.
  • Ensure compliance with Uganda labor law, RTV policies, and relevant international standards.
  • Maintain a consistent and supportive HR presence across field offices, including Kampala and Mbarara.

 

Talent Acquisition & Resourcing Strategy

  • Oversee recruitment strategies and processes to ensure timely, high-quality hires that meet the program and support team needs.
  • Lead improvements in talent sourcing, interview design, and onboarding processes to support organizational growth.
  • Partner with hiring managers to improve workforce planning, organizational design, and team structure.
  • Promote diversity, equity, and inclusion in all resourcing and recruitment practices.

 

People Operations & Process Improvement

  • Strengthen HR systems and processes (e.g., contracts, benefits, leave tracking, performance management) for greater efficiency and user experience.
  • Ensure strong HR data management, analytics, and reporting for leadership decision-making.
  • Lead cross-functional efforts to align HR processes with operational and programmatic needs.
  • Collaborate with global HR counterparts to ensure consistency in policies and practices.

 

Learning, Development & Organizational Health

  • Develop and implement staff training, leadership development, and team-building initiatives.
  • Conduct organizational assessments and pulse surveys to inform HR strategy and improvements.
  • Support managers across departments to strengthen team leadership, feedback, and employee development.
  • Promote a culture of recognition, growth, and accountability.

 

Health, Safety & Wellbeing

  • Oversee and strengthen RTV’s health and safety policies and practices across Uganda operations.
  • Ensure compliance with national health and safety laws and international standards.
  • Lead incident reporting and response protocols, and collaborate with teams to mitigate risk in the field and in offices.
  • Work with leadership and facilities/operations teams to maintain a safe, inclusive, and supportive work environment.

Requirements and Experience

Qualifications and Skills: 

  • 12+ years of progressive HR experience, with at least 5 years in a senior HR leadership role.
  • Strong track record in managing HR teams and leading across the employee lifecycle.
  • Deep knowledge of Uganda labor law and HR best practices in East African contexts.
  • Proven experience with HR strategy, employee relations, recruitment, and change management.
  • Experience in nonprofit, international development, or multi-site operational environments is strongly preferred.
  • Excellent interpersonal, facilitation, and problem-solving skills.
  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or related field (Master’s preferred).
  • HR certification (e.g., SHRM, CIPD, HRCI) is an asset.
