Job Description

The PEAL Manager – Planning and Design plays a crucial role in providing strategic leadership to the Planning and Design team. Their primary responsibility is to ensure that the program designs are effective, scalable, and aligned with the organization’s overall strategic plan. They are expected to have significant experience in cross-departmental collaboration, program performance tracking, and improvements. This involves working closely with the Head of PEAL (HoP) and other stakeholders to align the program methodologies and strategies to facilitate scalability and growth. The person will report to the HoP and overall, the role requires a strong understanding of program planning, performance management, and budgeting.

Roles & Responsibilities

Strategic Planning

  • Strategic Alignment: Work closely with the Head of PEAL to ensure that the unit’s priorities are aligned with the overall organizational goals and strategic plans for expansion in Uganda and the region.
  • Data-Driven Design: Utilize available program data and project outcomes to implement smart and evidence-based program designs by identifying trends and areas for improvement.
  • Organizational Capacity Assessment: Advise the Head of PEAL on the organization’s capacity and readiness to scale its programs by evaluating resources & capabilities
  • Budget Management: Play a role in managing project budgets and allocating resources appropriately to maximize impact.

 

Organizational Expansion

  • Expansion Frameworks: Take the lead in developing and applying expansion frameworks for new districts of expansion outlining strategic approaches, key milestones, and necessary resources for successfully scaling programs in new districts.
  • Stakeholder Engagement: Build strong relationships with major stakeholders in the districts to advance the organizational priorities on expansion plans like replication.
  • Sub-Saharan Expansion Support: Provide support for Sub-Saharan Expansion plans by collaborating closely with the Head of PEAL to establish successful programs in new countries

 

Monitoring & Evaluation

  • Tools development and Measurements: Track the design quality and adherence to best practices within the organization.
  • Innovative Practices in M&E: Identify and design innovative practices to enhance the effectiveness and efficiency of M&E procedures and project management.
  • Advancing Program Methodology: Refine and adapt program strategies based on data insights and feedback from the field. This process allows the organization to continually learn and adjust its approaches to achieve better outcomes.
  • Promoting PEAL and Quality Programming: Promote all aspects of PEAL (Planning, Evaluation, and Learning) to cultivate an organizational culture that prioritizes quality programming.

 

Overall staffing and Team development

  • Technical Leadership: Provide leadership to the planning and design teams as a technical expert, ensuring high-quality and scalable program designs suitable for achieving the organization’s strategic goals and objectives.
  • Staffing Plans and Performance Management: Ensure performance management within the unit, which includes setting performance expectations, providing feedback, conducting evaluations, and identifying training needs.
  • Strategic Planning: Collaborate with the Head of PEAL in the development of strategic plans for the department. Aligning the PEAL strategy with the overall mission and vision

 

Others

  • Knowledge Management: Encourage a culture of learning, sharing, and continuous improvement to enhance organizational efficiency and effectiveness as the program scales.
  • Other responsibilities and duties as required by the line manager.

Requirements

Requirements

  • Significant experience in monitoring and evaluation, preferably in a livelihood context and multi-country or consortium projects.
  • Excellent command of data management tools in both Microsoft and Google environments (Excel/Google Sheets, Google Drive, and Workspace).
  • Full proficiency in English.
  • Sound knowledge of project cycle management, development of program frameworks, and interpretation of Theories of Change
  • Demonstrated technical skills in results-based monitoring & procedures, data quality assurance, and capacity building of staff on M&E.
  • Sensitivity and knowledge of mainstreaming gender and diversity, ethics, and doing no harm across all processes.
  • Good organizational and communication skills with international and national staff.
  • Teamwork and team building skills, capacity building, and team leadership skills.
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative, and work independently and under pressure.

 

Qualifications

  • Recommended a minimum of 7+ years of proven Monitoring & Evaluation experience in the development sector with 5 years in a leadership position with knowledge of program designing
  • A university degree in Development Economics, Social Sciences, Statistics, Monitoring and Evaluation. Master’s in Business Administration, Management sciences (with M&E as a major) is preferred.
