Job Description
The PEAL Officer – Design will play a critical role in ensuring cost-effective and efficient resource planning and allocation for projects aimed at increasing household income and production in RTV’s partner communities. Effective project design and resource management are essential for lifting communities out of ultra-poverty, especially those in remote areas. This role will focus on creating impactful, cost-efficient project models and will also drive research and innovation for continuous project improvements.

Roles & Responsibilities
- Resource Allocation: Manage cost-effective and efficient allocation of resources to maximize impact in RTV’s partner communities.
- Data-Driven Design: Review, interpret, and utilize insights from baseline surveys to design impactful projects that address key community needs.
- Project Prioritization: Continuously assess and optimize project inputs, prioritizing those with the highest return on investment (ROI).
- Collaboration: Work closely with the RTV expansion team to meet beneficiary outreach goals across Uganda and beyond.
- Monitoring and Evaluation Support: Support project M&E activities, ensuring project implementation aligns with the original design and objectives.
- Research & Innovation: Lead or contribute to research initiatives aimed at driving project efficiency and improving long-term impact.
- Tracking Tools Development: Assist in creating and refining field-based tracking tools for project monitoring, evaluation, and reporting.
- Pilot Projects & Evaluation Metrics: Collaborate with the PEAL analytics unit to design project pilots, including developing evaluation metrics to inform future project strategies.
- Additional Responsibilities: Perform other tasks as required by your supervisor or management. Lead programmatic expansion and roll-out plans by supporting management in identifying and engaging potential partner communities. This shall include ensuring a comprehensive stakeholder (government, local leadership, other DPs, and Partner Communities) engagement process to enable sustainability.
Requirements and Experience
Qualifications and Requirements:
- Education: Bachelor’s degree in Statistics, Economics, Population Studies, or a related field. ∙ Experience: 3-5 years of proven experience in project planning and design, particularly for last-mile communities.
- Postgraduate Qualification: A Master’s degree or post-graduate certification in Monitoring & Evaluation or Project Planning will be an added advantage.
- Technical Skills: Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint). Experience with data analysis and visualization tools (e.g., Stata, Alteryx, Tableau, PowerBI, ArcGIS) is preferred.
