Job Description

The Senior Human Resource Officer is a strategic and operational role that is responsible for driving the implementation of Raising The Village’s Human Resource (HR) strategy while overseeing the day-to-day HR service delivery in all Ugandan-based offices. In this leadership role, the Senior Human Resource Officer will provide proactive solutions to attract, engage, and retain a high-performing workforce. The Senior Human Resource Officer coordinates and oversees the implementation of services, policies, and programs and assists and advises Raising The Village Management Team about Human Resource issues. This role leads and centralizes the training strategy, oversees consistency and organizational standards and measures the training impact. The Senior Human Resource Officer reports to the Human Resource Manager.

Roles & Responsibilities

Recruitment:

  • Coordination of all aspects of recruitment, include updating job descriptions, posting, receiving CVs, and the interview process, including development of a hiring plan;
  • Review resumes, shortlist candidates and facilitate the interview process, may be required to participate;
  • Maintain recruiting, testing, and interviewing programs and counseling managers on candidate selection;
  • Conduct and analyze exit interviews and provide recommendations to senior management
  • Conduct onboarding and orientation for new employees with up-to-date and relevant resources made available and coordinates with IT, Payroll, and other departments as needed

 

HR Administration/Policy and Procedures:

  • Act as a first point of contact for employee-related issues
  • Ensure that employee issues are dealt with promptly, fairly, and confidentially, with major issues being brought forward to senior management’s attention
  • Ensure RTV’s policies and procedures, employee contracts and documentation, templates, and forms are all up-to-date and relevant
  • Develop and update on an ongoing basis RTV’s HR Manual
  • Review organizational and space planning throughout RTV offices
  • Maintains the employee organizational chart
  • Maintain employee benefits programs and inform employees of benefits by studying and assessing benefit needs and trends, recommending benefit programs to management, directing the processing of benefit claims, and obtaining and evaluating benefit contract bids, awarding benefit contracts, design and conduct educational programs on benefit programs
  • Ensure legal compliance by monitoring and implementing applicable Ugandan human resource requirements
  • Maintain current and historical by designing a filing and retrieval system, keeping past and current records.

 

Performance Review Process:

  • Coordinate midterm and annual performance reviews
  • Review and provide recommendations on staff performances and highlight issues to senior management
  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and provide construct feedback; hearing and assisting in resolving employee grievances; counseling employees and supervisors;
  • Ensures best practices in staff evaluations.

 

HR Projects and Workplan:

  • Participate in developing department goals, objectives, and systems in alignment with organizational goals and conduct resource planning
  • Maintain and execute yearly work plans with the aim of improving Human Resources function within the organization
  • Update the Human Resources Strategy based on RTV’s evolving needs
  • Develop employee training strategy and ensure programmatic training is scheduled and adhered to;
  • Submit weekly reports to the Managing Director, ensuring to highlight of key activities and HR related issues
  • Participate in administrative staff meetings and attend other meetings and seminars as required
  • Assist in establishing departmental measurements that support the accomplishment of RTV’s strategic goals

Requirements and Experience

Education and Work Experiences:

  • Post-secondary education within a related field or a combination of professional experience and education with a minimum 3 years of progressive leadership experience in Human Resources

 

Human Resources Qualifications and Experiences:

  • General knowledge of employment laws and human resources practices
  • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred
  • Professional in Human Resources certification is highly desirable
  • Experience in the administration of benefits and compensation programs and other Human Resources programs

 

Overall Skills and Qualifications:

  • Must maintain strict confidentiality and have excellent oral and written English communication skills
  • Proficient in Microsoft Office systems and demonstrated skills in database management and record-keeping
  • Advanced organizational and time management skills with the ability to handle multiple assignments
  • Must be detail-oriented, highly organized, have the ability to problem solve, possess a strong customer service mentality, and a desire to learn
  • Ability to travel approximately 25% of the time to field offices and partner villages as required.
